Correctional professionals understand that the community has fears about growing criminal populations, and their eventual release back into the community. To many, a "lock 'em up and throw away the key" strategy would be good. This, of course, must be balanced against the cost of building more facilities, and the reality that the vast majority of offenders will return to the community.
