Richard M. Garden, MD, MPH--Clinical Director

Dr. Garden became Clinical Director for the Utah Department of Corrections in 1998. Since that time, he has worked diligently to design a system that delicately balances cost containment with quality medical care. Dr. Garden is active in publishing correctional medical articles and works as a consultant to both prison and jail systems. In addition, Dr. Garden has worked as a legal expert and a trainer for the National Institute of Corrections, and has been a featured presenter at major correctional conferences on the topics of cost containment and technology.

Gary D. Blair, LCSW--Clinical Administrator

Mr. Blair has a Masters Degree in Social Work and is a licensed clinical social worker for the State of Utah. Mr. Blair has worked for the Utah Department of Corrections for the past 14 years, and is currently the Clinical Administrator for the Clinical Services Bureau. He has also held positions as the Department's substance abuse and sex offender administrator, day reporting center director, trainer, and supervising social worker. Mr. Blair also contributed to the book, "The Incest Perpetrator, a Family Member No One Wants To Treat," and has presented at several national conferences.
