agencies provide specialized services to ESL, gay and lesbian, rapist,
developmentally disabled, mentally ill, or other special needs populations.
Programming is standardized but charges for services are set by
individual agencies. Clients are encouraged to compare prices as
well as specialized services needs when they choose a provider
