Utah State Prison

ADULT High School

South Park Academy, operated by the Canyons School District, provides educational opportunities for offenders. The Academy uses an "open enrollment" system, so offenders may enter the school program at any time. Students work specifically on the credits needed to earn high school diplomas. Life skills classes taken by offenders can also help them to earn some high school credits needed for graduation. Offenders are screened, tested, and provide their educational history when they first enter prison to determine their individual educational needs. Each offender has a plan referred to as their Case Action Plan (CAP). The CAP assigns the appropriate educational tracks, where offenders can make the most educational skills while working toward a high school diploma.

Literacy

The Literacy program provides offenders with an opportunity to improve reading, language, and math skills. Literacy levels are based on national testing standards and range from Adult Based Education (ABE) Levels 1-4 and High School Completion Levels (HSCL) 1-2. Testing is available July 1-June 30 each year. Grade-level completion correlates with recidivism reduction statistics, meaning those who have completed higher grade levels tend to reoffend less. South Park Academy's instructors monitor the Inmate-to-Inmate Tutoring Program. This is designed to help both the student-offender and the tutor-offender. The student is able to make educational level gains while tutors simultaneously learn about positive self-satisfaction and the benefits that come through helping others and contributing to others' success. Literacy prepares offenders for secondary completions (high school diploma or GED) and post-secondary success. Illiteracy is connected to poverty and labor department statistics show those with higher literacy levels have greater earning power. All offenders that are below HSC Level 2 can enroll whether or not they have a GED or high school diploma. Non-high school graduates will be given enrollment preference.

GED

Offenders who do not have enough time to earn a high school diploma while incarcerated are encouraged to participate in the GED program. Since July 2009 offenders that successfully pass all five parts of the GED exam (Reading, Writing, Science, Social Studies, and Math) can obtain a GED diploma. They then will no longer be eligible for adult high school.

LIFE SKILLS

South Park Academy in cooperation with the Department of Corrections offers Life Skills courses. The courses are Thinking for a Change, Communications, Computer Literacy, Relationships, Relapse Prevention, Career Power, Financial Literacy, Anger Management, Parenting, Impact of Crime on Victims, Domestic Violence, Victim Empathy, and Thinking Errors. Offenders enroll in life skills courses based on their Level of Service Inventory assessed during the Receiving and Orientation (R & O) process. The offender’s Case Action Plan (CAP) specifically identifies the required courses. Any offender can request enrollment in a non-required course, providing space is available.

Central Utah Correctional Facility

Central Utah Academy of the South Sanpete School District provides educational opportunities for offenders housed at CUCF. Each offender is screened and tested upon entering the prison to determine his individual educational needs. He is mapped into the appropriate educational tracks, where he can make the most educational gains and increase his skills during incarceration.

POST-SECONDARY VOCATIONAL CERTIFICATION

During the 2009 General Legislative Session, Utah lawmakers made significant changes to the way the Department of Corrections runs college courses for offenders. See the new law here. The new post-secondary education system, which will take effect beginning at the outset of 2010, focuses on vocational certification rather than degree-based coursework. While saving taxpayer funds, the hands-on education learned through obtaining a vocational certificate should allow offenders to find employment opportunities more easily once they are released from prison. Course work was selected based on the researched future job outlook. This new post-secondary schooling system is funded through 1) a prison phone surcharge paid by inmates and their families to use the prison phone system, 2) State funds set aside specifically for inmates' higher educational purposes and 3) student loans eventually repaid by inmates who attend the vocational programs. The offenders are given plenty of time to repay their loans, due to the fact that they do not have a significant source of income while incarcerated and often need time to get back on their feet and find work upon termination or parole. After an offender is "off paper" - or no longer under the Department's purview in the prison or on parole - he or she has three years to repay the student loans. Participating providers - including Uinta Basin Applied Technology, Dixie College, Snow College and Davis Applied Technology - purchase equipment necessary to teach the classes and are reimbursed by the Department of Corrections.
