Victor Kersey
Institutional Programming Division Director



Executive Director Rollin Cook appointed Victor Kersey in May 2016 as director of the Institutional Programming Division for the Utah Department of Corrections. Kersey was the assistant superintendent of programs for the Illinois Department of Juvenile Justice. He also worked as a psychologist administrator for the Illinois Department of Corrections; a psychologist for the Illinois Department of Juvenile Justice; and as a psychologist for a community-based treatment center.

While in Illinois, Kersey helped implement justice reforms similar to those now underway here in Utah.

Kersey served nine years with the U.S. Navy and is an active Navy reservist; he spent a year (2008-2009) providing behavioral health services in Iraq as part of Operation Enduring Freedom.

Kersey is a graduate of the University of Maryland, where he received a bachelor's degree in behavioral and social sciences, and Capella University, where he received a doctorate in clinical psychology. Kersey is a native Utahn.
