Phone calls
The Utah Department of Corrections’ phone system at the Utah State Correctional Facility in Salt Lake City (USCF) and the Central Utah Correctional Facility (CUCF) in Gunnison is provided through the Global Tel*Link Corporation (GTL).
Current Rates are as follows:
- Interstate ITS calls made using a collect format: $0.10 per minute of use, plus tax.
- Interstate ITS calls, whether made using a debit, prepaid/AdvancePayTM format: $0.10 per minute of use, plus tax.
- Local and Intrastate ITS collect calls: $0.10 per minute of use, plus tax.
- Local and Intrastate ITS calls, whether made using a debit, prepaid/AdvancePayTM format: $0.10 per minute of use, plus tax.
- International ITS calls, whether made using a debit, prepaid/AdvancePayTM format: $0.19.

Letters
To improve communication efficiency, safety, and reliability, the Utah Department of Corrections moved to a new mail system for incarcerated individuals on January 5, 2026. All personal (non-legal) mail is now processed and delivered directly by UDC mail processing centers, replacing the current third-party service.
To ensure proper delivery, all incoming mail must be sent to the following addresses:

Under this system, inbound non-legal mail will be scanned, and a copy of the mail correspondence will be delivered to the incarcerated individual. Outbound non-legal mail will be processed internally and sent to recipients via the US Postal Service as usual.
Mail Processing Guidance
- The mailroom will process no more than five pages per mailing. Any mail that exceeds this limit will be denied.
- When mail is denied, a denial slip will be sent to the inmate, and the envelope will be returned to the sender.
- Letters must be typed or handwritten on only one side of 8.5 x 11-inch paper.
- Family and friends must use standard #10 envelopes (4 x 9½ inches). Envelopes of other sizes will not be accepted.
- Postcards, greeting cards, and similar items are not permitted. Photocopies may be submitted if they meet the required paper size requirements.
- Photographs must be sent through Pelipost or Flikshop.
- All physical mail will be scanned and printed in color before delivery. Inmates will not receive original documents.
- Processed mail will be folded, secured with a staple or tape, and distributed to housing units.
- Scanned copies will be stored for 30 days before disposal. Original documents will be destroyed after successful scanning.
This change will enhance safety and security, streamline processing, and improve overall mail services for incarcerated individuals and their loved ones.

Frequently asked questions
How is privileged legal mail handled?
Attorneys can send privileged legal mail directly to the UDC facility for delivery to their incarcerated clients. A new system will be announced in the near future.

Public Legal, Government, or Business Correspondence?
Those wishing to send official public legal, government, or business correspondence should send the letter directly to USCF or CUCF. These letters may be subjected to a search. If it is determined that mail sent directly to USCF or CUCF is from friends or family, it will be denied.
Examples of non-privileged special correspondence that should be sent directly to USCF or CUCF:

- Government office and/or entity
- Attorneys office

Prohibited Mail
- Mail with glitter, rhinestones, stickers, or glued items
- Wax paper letters
- Shaped-cut photos or papers
- Letters written on tiny papers or sticky notes
- Crystals, religious tokens, coins, toys, keychains, stickers, artwork items
- Unused/blank envelopes, paper, stationary, and stamps
- Newspaper clippings
- Stapled items
- Books, booklets, magazines, or anything spined
- Greeting cards that are overly thick, electronic, fold-out, 3D, have pop-ups, or are oversized
- Official documents
- Bulk mail
- Documents you do not want destroyed, such as Birth certificates, driver’s licenses, social security cards, etc.
- Any type of legal mail
- All forms of money (if unopened): cash, checks, coins, gift cards, credit cards, etc.
Any prohibited mail will be returned to the sender.
