On July 1, 2020, the Utah Correctional Standards were implemented to ensure all correctional facilities housing state inmates were operating in a safe, secure, and humane manner. The FY-2021 Correctional Standards contained a set of “Core” standards, along with several additional volumes which addressed Community Correctional Centers (CCC), Contact County Jails, as well as the various divisions operating within the Utah State Prison sites.
July 1, 2021, marked the beginning of a new fiscal year, along with a completely revised set of correctional standards. The new standards were comprised of numerous changes to eliminate the redundancy of over 78-Standards, and improving their effectiveness. The most significant change came by developing two separate volumes of standards to specifically address the needs of Secure Correctional Facilities (Prison & County Jail) and Community Correctional Facilities (CCC). These changes assist in more accurately ensuring the safety and wellbeing of correctional staff, inmates, and offenders, through more detailed and facility-specific standards. A new set of correctional standards will be uploaded to this website and linked for public access each year as they are reviewed and revised.
The Correctional Standards are available and transparent to the public, consistent with the open records law as outlined in Utah GRAMA code, Title 63G- 2. This collaborative effort is a continuation of the 2008 Legislative Audit of Contract County Facilities, Number 2008-08, which recommended UDC choose competent measurable standards as well as a grading/scoring system.
